Hydrogenated Castor Oil Peg 40 is an emollient ingredient that is a mixture of  polyethylene glycol (PEG) with natural castor oil. It’s considered safe for use in cosmetics. The weight and size of this ingredient are too large to penetrate beyond the skin’s surface. This material can also be used as a solubilizer to non-water soluble materials.
